Legality of online betting in Germany 2023

In 2021, the Saxony-Anhalt State Administration Office made some regulatory changes.

Now only bookmakers on their whitelist can be used to bet in Germany. You will only find licensed bookies on this page, so you don't have to worry about regulations.

In addition:

  • The Race Betting and Lotteries Act of 2021 ruled that all stakes shall be taxed at 5.3% (sports, horse racing, casino).

The betting sites are supposed to pay the 5.3% tax. Some bookmakers decided to transfer that cost directly to the players by taking 5.3% from their stake amounts, while others happily alleviated players from that tax.

  • There is a €1000 monthly deposit limit across all bookmakers (up to €30000 for some exceptions),
so it is worthwhile to find a bookie you enjoy using as your long-term go-to.
  • The maximum amount you can wager on slots is €1 per spin.

How do we choose the best betting site?

There is not just one thing that defines the best betting site in Germany. To determine this and come up with a definitive answer we audit each bookmaker according to a precise list of criteria. Here is what we look for in an online sportsbook:

  • Licence in Germany
  • Bonus quality (amount & fairness)
  • User-friendliness (nice website navigation & optimised mobile app)
  • Customer support quality (quick replies & solves problems)
  • Betting variety (number of sports & number of betting markets)
  • Payout margin (pays high % of winnings back to players)
  • Live betting (lets bettors place bets as the game unfolds)
  • Payment methods (Debit card, PayPal, Trustly, Neteller, Skriller)
  • Bet Builder and Cashout

Get the exclusive bonus from Betway - 100% up to €100 cashback bonus on your lost bets! In addition, you can claim up to €10 in free bets every week at Betway.

The best German betting sites compared

Bet365: 9.6/10 Stars

Bet365 is such a betting giant that almost everyone knows about it at this point.

What I like about bet365 is the number of sports and depth of betting options they offer. I also particularly enjoy the Early Payout and the Boosted odds bonuses they added recently.

It is hard to beat them when it comes to betting options and their payouts are very high, sitting at 95%.

2 8.8/10 Stars won my heart from day 1 with its modern look and feel, extensive selection on football and basketball and its nice welcome bonus.

You can choose to play with either the beginner or the advanced bonus, depending on how confident you feel in your choices, which is a nice consideration from the bookie.

If you like betting on multiple selections at once, then also doesn't charge you the wagering tax, which is nice, but doesn't apply to single punts.

Winamax: 8.6/10 Stars

Winamax has some unique bonus 'challenges' for football and basketball, where you need to guess the goal scorer in the next match to continue in the competition and the last people left in the competition win prizes such as €2000 in Free Bets.

Our experts liked using the bookie's sportsbook and noticed there are a ton of markets for major football leagues.

In addition, they shared Winamax has a good selection of sports to choose from, so it can certainly be a one-stop shop for many bettors.

Betano: 8.5/10

Betano is amongst the bookmakers with the highest number of existing customer bonuses, special promotions or odds boosts on different sports.

In addition, they boast a pretty good mobile site and their mobile app has some of the highest ratings for a bookie on the Apple Store and on the Google Play Store.

With comparatively low wagering odds, it has one of the better welcome bonuses in Germany.

Interwetten: 7.8/10 Stars

Interwetten is huge in Germany, and for a good reason. They provide a great betting experience and has a nice welcome bonus to get you started, no matter whether you are a beginner or a pro.

A plus in my book is that they have a good betting app, which also rewards players a cashback bonus for using it for the first time.

Bet3000: 7.3/10 Stars

Bet3000 might not be the first bookie that comes to mind when you think about betting, but for me it is - because of their crazy high number of betting markets for most sports, especially football.

The bookie is great for livestreaming, especially for tennis. vs Bet365 in Germany

Each bookie specialises and shines in different areas, so it is worthwhile to take the time to read through our reviews above.

The point of this page and the group of experts working on it is to provide you with the most accurate and fair comparison, so you can immediately know and identify which bookmaker is best for you and offers exactly what you need.

Bet365 has a few advantages over

Stan Miller

Stan Miller

Namely, they offer Asian handicap, Cards and Corners markets and additionally, bet365 lets users "request" a bet if their options are not enough. shines through with unique match statistics, pre-live match notifications, by paying the betting tax on combo-bets instead of the players, with its great customer support and its overall focus on Germany.

Best online betting apps in Germany

are our top picks for betting apps in Germany (we have more details on why below).

Having a good, fast, and well-functioning app is crucial for the success of a bookmaker today. We gathered all of the best bookmaker apps in Germany and compiled them in the list below.

Because of regulatory requirements, all betting apps are required to ask you to log in again if you leave the app or minimise it. This way you are protected and no one else can place bets from your account without your permission.

For this reason, we recommend making up your mind about what bets you want to place, logging in and then placing all your bets before leaving the app, especially if the bets are urgent and last minute.

Best bookmakers with mobile apps

Bet3000 App

Bet3000 boasts a fantastic app altogether and combined with the fact that there is no betting tax, is it easily our number 1 pick for the app category.

Once logged in, the navigation around the different menus is super intuitive and clear, and you will find matches quickly and easily.

Google Store User Rating: ⭐️⭐️⭐️★★

Apple Store User Rating: ⭐️⭐️⭐️★★

Betano App

Betano is 2nd on our list of top betting apps. With a quick app and great navigation, you can't go wrong if you choose to bet with them.

Betano offers great odds and the app also gives you access to their casino games, which can easily be found because of the good menu navigation system.

Google Store User Rating: ⭐️⭐️⭐️⭐️⭐️

Apple Store User Rating: ⭐️⭐️⭐️⭐️⭐️

3 App claims the 3rd spot on our app ranking list. The bookmaker has a nice mobile application, with a good layout, but some might find they prefer bet365's layout more.

It's up to you to see which one is easier to use. To help you decide, make sure you read our individual bookmaker reviews, which include a breakdown of each app and its features.

Google Store User Rating: ⭐️⭐️⭐️⭐️★

Apple Store User Rating: ⭐️⭐️⭐️⭐️★

Winamax App

Winamax sits comfortably in 4th place.

It could go higher in the ratings, but for this the app navigation would have to be better.

Also the app isn't in English, which is a bit of a shame, as so many people live in Germany and speak many international languages.

When you log into the app, do not be surprised to see heavily featured tennis matches, but of course you can easily find the other sports sections from the "Sportarten" (Sport types) section.

I only find it suitable to place the app in fourth place for now, until changes have been implemented.

It is still a good app overall, so don't shy away from it!

Google Store User Rating: ⭐️⭐️⭐️⭐️★

Apple Store User Rating: ⭐️⭐️⭐️⭐️⭐️

Bet365 App

Bet365's app is 5th on this list. Bet365 is an industry leader and it is expected that they offer a good app.

We placed it fifth, because there are other better options out there, and the clunky and confusing navigation doesn't help its case.

You will still get all the functionality of the desktop site on the app, but whether the site is good is a different topic. Check out our Bet365 review and read more of our thoughts on it.

Apple Store User Rating: ⭐️⭐️⭐️⭐️⭐️

How to bet online in Germany

If you feel like you have made up your mind and are ready to place your first bets, below you will find 4 simple steps, which will give you an idea of how punting works in Germany.

The process is very similar across all bookmakers in the country.

Set up an account

The process should be a very straightforward one given a large majority of foreign-based companies are already attracting high numbers of players from Germany. However, there might be slight differences depending on the betting site.

If you’re unsure, this is a standard 4-point guide to setting up an account:

  • Enter your personal information - name, country, and date of birth are normal
  • Create a username and password
  • Fill out your email and other contact information
  • Deposit funds through one of the available methods

Before making a deposit, you must verify your identity with most bookmakers.

The bookmaker will normally ask you to send copies of your ID, some bills which show your address and a bank statement which verifies your income. The process normally takes 24 to 48 hours.

These documents are sent to customer support or uploaded directly to your profile. Once you are verified, the money can be deposited and respectively withdrawn.

Make a deposit

Before making a deposit you might be asked to verify both your phone number and your address.

In Germany, the most common payment method for betting sites is PayPal, followed by Trustly, Neteller, Skrill, paysafecard and debit cards (VISA/Mastercard)

  • Choose your preferred deposit method
  • Deposit the minimum amount required (usually €5 to €10)

Most deposits are instant, apart from bank transfers (1-3 days). Usually, bookmakers don’t charge fees, but we mention it in our reviews if they do, so check them out!

A maximum of €1000 per month can be deposited across all German betting sites, according to local legislation. Some operators have been granted “extended deposit limits” and allow deposits up to €10000 per month.

There is also a 5% tax applied to all your stakes when placing your bets. Some bookmakers will cover this tax for their players and advertise it as “betting tax-free” on their website.

This makes choosing the right bookmaker even more important, as most likely you will have all your money in one place.

Place your bets

There are different types of bets. Here are a few common things people like to bet on:

  • Single bet - one bet on the outcome of the match, such as who will win, which player will score first, or the exact score of the match
  • Combined or also known as ACCA (accumulator) bet - usually 3 or more bets placed together, with the benefit of offering a higher payout than just placing the individual bets one after the other. The caveat is that if one of these “combined” bets loses, then all others are forfeited as well. For example, if you place a 3-part combi bet that England will score, and Spain will lose and Germany will win a match, if one doesn’t happen, you will lose your entire stake.

Make a withdrawal

Making a withdrawal can be both a smooth experience and an easy one.

If you signed up for a deposit bonus, you most likely have to complete the turnover requirements before you can withdraw your winnings.

In almost all cases, you must make a withdrawal with the same method as you made your deposit. There is also a minimum withdrawal amount that is between €10-20.

In some instances, but rarely, fees are added to the withdrawal.

💡 Remember

Stan Miller

Stan Miller

  • The Euro (€) is widely accepted by all online bookies.
  • Your first deposit amount is likely to be €10 minimum, but can differ.
  • Withdrawing money will be set at a minimum amount but it shouldn’t incur a charge usually.

5 Best football betting sites in Germany ⚽

When it comes to football, not all bookmakers are created equal. Here is a list of the 5 best betting sites for football, which offer top odds, great bonuses and high payouts.

#1 Bet3000

Bet3000 is a very popular bookmaker in Germany that has a lot to bring to the table.

The bookmaker offers some of the most consistently highest football payout margins I have seen so far and that is why I gave it the first spot.

In addition, the betting site takes care of the wagering tax instead of the players, which means you get to keep more of your profits.

Bet3000 has a great mobile app with intuitive navigation, which is a pleasure to use when I am betting on Bundesliga matches.

Bet3000 football betting screenshot

#2 Betano

Betano is a massive brand across Europe, but since they acquired a licence in Germany, they have been a force to be reckoned with. It offers over 100 betting markets for most football matches, has a comprehensive bet builder, although it lacks live streaming for most matches. The virtual field in place suffices for the most part, especially in smaller leagues.

Betano has pretty good payout margins, sitting at around 95%, but they don't cover the betting tax for players in Germany, so that eats away at the profits slightly.

The Betano betting app is a fantastic addition to the overall betting experience I have with them, so I can recommend it to just using the mobile site.

Betano football betting section screenshot

#3 Winamax

Winamax is comfortably sitting in the 3rd position with its great betting markets for football and good odds.

In addition, the website is well-made and pleasant to bet on.

The bonus is also a highlight, as you can get up to €100 money back on lost bets, in cash! So no wagering requirements.

But this way you also don't get a good deposit bonus, so the scale is tipped 50/50.

Winamax football betting screenshot

#4 Tipwin

The bookmaker is very focused on Germany and has a very straightforward to bet on website, with everything important placed front and centre on the homepage.

The football markets are good and I love the feature next to each live match, which tells users the TV channels they can find the game on and watch it.

Last, but definitely not least, Tipwin recently updated their sportsbook design and now it looks modern and fresh - I guess they read my criticism on this page! Check it out below.

Tipwin sportsbook update and football betting

#5 Bet365

There is never a fully complete betting sites list of any kind, that omits to mention bet365.

As the giant in the industry, bet365 comes in hot with good odds, consistently high payout margins, often live streams on matches and a great deposit bonus.

I placed it in the 5th spot, because it has a betting tax for all your wagers and because I prefer what the other bookmakers have to offer a bit more.

Esports betting sites in Germany

Unfortunately, you cannot bet on esports in Germany at the moment. As of October 2022, esports betting is not allowed and bookmakers have taken down their esports pages.

Some of the more popular titles people used to be able to bet on included:

  • CS:GO
  • Call of Duty
  • DOTA 2
  • Valorant
  • League of Legends

If you are still looking for a place to bet on other sports, consider our list above.

Paypal betting sites in Germany

PayPal is a popular payment method in Germany, so it makes sense for betting sites to allow deposits and withdrawals with it. However, not all betting sites offer Paypal.

The main advantages of PayPal are:

  • Quick deposits
  • Security
  • Normally no fees

Which are the types of betting offers for German players?

There is a large selection of different welcome bonuses and free bet offers available for German players.

One of the most common offers is a bonus equal to the amount that you deposit for the first time upon joining the site.

Another common bonus is when a bookmaker offers to cover your losses on a bet, up to a certain amount.

The bonuses are not limited to new players though, as there are bonuses for continuing players as well. One of the most common existing player bonuses is enhanced odds on certain matches if you make a particular bet.

Let's look into the best bonus offers for each type!

If you're looking for the highest odds for upcoming matches and no betting tax, Bet3000 is the way to go.

With no betting tax, Tipwin can keep up with a payout of close to 95% on most matches, especially major leagues.

HappyBet also boasts high payout margins of 95%, but the trade-off is that it also has a betting tax.

Best sports betting sites in Germany with no betting tax

Something that makes a big difference in the amount of profits a player keeps is the 5% betting tax on their initial wager that bookmakers pay instead of the player. Not all German bookies do this though.

Ideally, you would want to pick a bookmaker which pays the 5% wager tax and doesn't transfer the cost onto you. This is why we made a list of great betting sites, which generously cover their punters’ tax.

Here are the best bookmakers for tax-free betting in Germany.

No-account betting in Germany

At some betting sites, German players no longer have to create an account to bet. Just deposit and place your bets!

The reason this hasn’t worked before is that bookmakers always had to verify the identity of their players. Now, however, this can be done via the banks.

By transferring money from your bank directly to the betting site, via a third-party service called Trustly, you simultaneously verify your identity, address and funds. Therefore, bookmakers do not need your personal details.

Advantages of no-account betting include:

  • Simplicity - Just go onto the betting site, deposit and place your bet.
  • Lightning-fast withdrawals - Get your winnings in 15 minutes or less.
  • No emails or SMSes from the bookmakers -> no details provided = no annoying contact from the bookmaker.

    💡 Note!

Not all banks are connected to Trustly, and therefore not all can be used for no-account betting. You can use Trustly with:

    • Deutsche Bank
    • Commerzbank
    • Sparkasse

Betting without having to register an account has become a huge success in Sweden but is still in its cradle in Germany. However, some bookmakers have started to implement the same kind of system as in Sweden.

You can use Trustly to forego the bookmakers' verification process.

Here is a full list of bookmakers in Germany that accept Trustly as a payment method.

    Casino bookmakers in Germany 🎰

Given recent developments in German regulations, bookmakers need to apply for a separate licence in order to be allowed to offer casino games to their users. Because of this, the list is currently small, but we always keep a hawk’s eye on betting operators and update the page regularly.

Here is a list of the best betting sites that offer casino games in Germany.

    • Betano - 1000+ games
    • Interwetten - 220+ games
    • AdmiralBet - 70+ games
    • Tipwin - 5000+ games
    • Bwin - 220+ games

    • For betting live, we consider Interwetten to be one of the top sites, because of the breadth of their event coverage, with the possibility of watching the live streams and placing bets in-play.

💡 Is sports betting legal in Germany?

Yes, it is! In fact, in 2016, the European Union (EU) ruled that Germany cannot lawfully restrict the use of international bookmakers. That meant there was a need for new regulation.

According to the Saxony-Anhalt State Administration Office, since 1st July 2021, it is legal to bet on international and local bookmakers in Germany that are mentioned in their whitelist.

Among the mentioned, some of the most popular legal websites you can bet on in Germany are bet365, Betway and Interwetten to name but a few.

💳 Which betting sites accept PayPal?

Some popular sites in Germany that allow players to deposit with PayPal include Betano, Betway, bet365 and HappyBet.

Because of its ease of use and quick transfer speeds, bettors like using PayPal as their most preferred payment method in Germany.

Naturally, many German betting sites accept PayPal as a payment option when depositing and withdrawing.

Other popular payment methods include direct bank transfer, debit cards (VISA or Mastercard), Neteller, Skrill, paysafecard, SOFORT and Trustly. Each serves a slightly different purpose and has different transfer limits.

Euro, €, the main currency in Germany, is widely accepted by online betting sites and can be used with all payment methods listed above.

📜 Is betting tax-free in Germany?

This is a two-fold answer - your "winnings" are not taxed with licensed German bookmakers, but your initial stake might be taxed by 5.3%.

Since 2012, all sports and casino bets are taxed at 5.3% of the amount wagered. That sum is required by law from the bookmakers themselves.

Some online bookmakers fully or partially cover the tax instead of the players, while others transfer that cost on them - it is a personal business choice.

With those betting sites that do pay that tax themselves, you get higher payout margins and you get to keep more of your profits.

Some of the betting sites in Germany, which offer to pay the tax for their players are Tipwin, Bet3000 and Winamax.

🔑 How do I find the best online betting site for me?

Here is what we look for in a betting site:

    • Alleviates players of the betting tax
    • Offers a wide range of sports markets with good odds
    • Offers players high payout margins
    • Has a great welcome offer with fair conditions

With the huge variety of betting sites competing for the attention of Germans, it may be hard for punters to find the perfect match for their needs. Having tried dozens of betting sites myself I have picked my favourites for each category.

Here is my top pick for football betting:

    - this bookie grabbed me from day one. It’s my favourite for football betting because it has a great mobile app, clear website navigation, super competitive odds, and no betting tax on top of it all.

Here is my number one pick for livestreaming:

    - my number one pick for livestreaming, especially football. The bookmaker has a great mobile app, the odds and live streams have no delays, the navigation on the site/app is very intuitive and the payouts are good. I wish they didn’t charge taxes, but it’s still a great pick.

Here is my most preferred bookie for cashout:

    - I love bet365’s cashout functionality. With automatic and partial cashouts, there is nothing to complain about - it works. Apart from the betting tax, the good payout margin of approximately 95% and the all-in-one app make it easy for bet365 to be my go-to option.

Have fun and happy betting from Bookies Bonuses!
